Latar Belakang

Background

Back to history. During the reign of Siam (Thailand) and English, Religious affairs in the State of Perlis are governed by the Royal Government appointed as the Head of the Islamic Religion and the Malay Customs Perlis. 


DYMM Tuanku Al-Marhum Syed Alwi ibni Almarhum Syed Safi Jamalullail established the Perlis Islamic Religious Council in 1920. After Perlis joined the Federation of Malaya on 12 January 1948, the Islamic Religious Council and the Perlis Malay Customs Council (MAIPs) February 1948 (Prime Minister's Department, 2013)

 

Zakat and Fitrah Collection of Perlis was founded by DYTM Al Marhum Tuanku Syed Alwi Ibni Al marhum Tuanku Syed Saffi Jamalulail Raja Perlis State. This started with the collection of zakat padi and followed by the zakat fitrah quoted officially under the MAIPs from all Muslims in the state of Perlis in the era of DYMM Tuanku Al-Marhum Syed Putra Ibni Al-Marhum Syed Hassan Jamalullail at 1 Ramadhan 1382 equivalent to 27 January 1963 (Majlis Agama Islam Perlis, http://www.maips.gov.my/index.php/mengenai-maips/latar, May 14, 2015).

 

After 15 years of playing a role in controlling Islamic affairs in the state of Perlis beginning in 1948, in 1963, an amendment was made to the Administrative Laws of Islam No. 3 which has been approved to lay down Baitulmal as a functioning body for the development of the Muslim economy. Its functions have been implemented a year after that, through the provisions of the Perlis State Law, Phase 4, Islamic Religious Administration Enactment No. 3/1964. This amendment has raised the position of MAIPs to move more efficiently and assume great responsibilities in realizing the socio-economic development agenda of Muslims especially in the Perlis State (Perlis Islamic Religious Council, 2011).

 

To implement zakat management in Perlis State, the Perlis State Zakat Office was established. This office was placed at the Perlis State Inspectorate Office. The location of the Perlis State Zakat Office was then transferred to the Municipal Office and to the Derma Secondary School until 1964. The Perlis State Zakat Office was later consolidated with the Perlis Islamic Religious Office and named as the Zakat and Fitrah Committee.

 

In 1995, the Perlis State Zakat Office was named Perlis State Baitulmal and placed under the Perlis Malay Islamic Customs and Perlis (MAIPs) Council and was transferred to the Perlis Islamic Complex at Kangar Jubli Emas. This isolation is in line with the restructuring of MAIPs and Perlis Islamic Religious Affairs Departments exempted from MAIPs in 1986 (Siti Fatimah Sudin et al., 2014). At that time, Baitulmal State of Perlis was led by one. The Director responsible for the Chairman of Baitulmal will be responsible for the decision of the Council of Islamic Religious and Customary Malay Perlis Council chaired by MAIPs.

In line with the changing global environment faced with various monumental challenges demanding change, MAIPs are optimistic to undergo transformation. DYTM Tuanku Raja Muda Perlis as MAIPs President, intends to MAIPs to implement a holistic transformation from June 2011. In order to realize this pure desire, Baginda Tuanku has asked the Malaysian Administrative Modernization and Management Planning Unit (MAMPU), the Prime Minister's Department, to identify best practices and methods towards implementing MAIPs transformation. Transformation of MAIPs in phases, reinforced by the idea of ​​the State Islamic Council (MAIN) as the driver of the transformation of the ummah which was repeated in the First Malaysia First MAIN Congress on 26 and 27 September 2011 (Perlis Islamic Religious Council, 14 May 2015).

 

As a result, MAIPs has appointed a Chief Executive Officer who heads the management of MAIPs and acts as the Secretary of the Islamic Religious and Customs Perlis Malay Council which was previously implemented by the Director of Perlis Islamic Affairs Department. This isolation is in line with the requirements of the Perlis Islamic Religious Administration Enactment 2006, Section 16 (Perlis Islamic Religious Administration Enactment, 2006).

 

MAIPs has established two main divisions namely the Management Services Division which manages administrative, financial, and ICT affairs and the Baitulmal Division which manages the management of Zakat, Waqf, General Resources and MAIPs Development & Investment. The establishment of these divisions is in line with the proposed transformation of MAIPs by the Malaysian Administrative Modernization and Management Planning Unit (MAMPU), the Prime Minister's Department (Prime Minister's Department, 2013).

 

Establishment of Divisions and Units under MAIPs is as follows:

 

a) Management Services Division

 

This division is divided into 4 Main Units:

i. Administration Unit

ii. Financial unit

iii. information technology unit

iv. Islamic Development Unit

 

b) Baitulmal Division

 

This division is divided into 4 Main Units:

i. Zakat Unit

ii. Waqf and General Resources Unit

iii. Development and Investment Unit

iv. Socio-Economic Unit

 

MAIPs did not establish separate entities for the role of zakat, waqf and general resources as practiced in many other states in Malaysia. This makes MAIPs unique in playing its role in the management of wakat, wakaf and general resources.

 

Along with the latest needs, MAIPs has once again made an increase in organizational structure in 2016. MAIPs have been streamlined by creating the 3 Main Parts as follows:

 

 a) Management & Secretariat Services Division

This section is divided into 4 Units:

i. Administration Unit

ii. financial unit

iii. information technology unit

iv. Secretariat Unit

 

b) Zakat Management Division

This section is divided into 3 Units:

i. Collection Unit

ii. Distribution Unit

iii. Taman Desa Asnaf

 

c) Wakaf Development and Property Development Division Mal

 

This section is divided into 4 Units:

i. Development and Property Unit

ii. Waqf and General Resources Unit

iii. MAIPs Holdings Sdn Bhd

iv. KUIPs Sdn Bhd

 

Strengthening the governance of MAIPs, will continue to be preserved, in line with the MAIPs roadmap 2015-2020. The Management has set changes to the MAIPs based on the following 5 phases:

i. Safeguarding Transformation 2015

ii. Stabilize the 2016 Transformation

iii. Building the Progress Basis 2017

iv. Generating Progress 2018

v. Raising Progress 2019 & 2020

 

Some initiatives have been proposed to achieve a predetermined direction.

The Zakat and Fitrah Collection of Perlis was founded by DYTM Al Marhum Tuanku Syed Alwi Ibni Al marhum Tuanku Syed Saffi Jamalulail Raja Perlis at 20 Rejab 1315 Hijrah. It started with the collection of Zakat Padi and followed by 1 Ramadhan 1382 with Zakat Fitrah quoted from all Muslims in Perlis state.

 

Baitulmal State of Perlis is a statutory body under the state government (According to the Perlis Islamic Religious Law No. 3/1964. In 1995, the Zakat Office, now known as the Perlis Malay Islamic Religious Advisory Council (Zakat, Wakaf and General Resources), has once again moved to Perlis Islamic Complex, Golden Jubilee Persiaran, 01000 Kangar, Perlis and remains today.

 

To rectify the administrative proceedings, Baitulmal Perlis State appointed a committee known as the Committee of Baitulmal (replacing Zakat and Fitrah committees). Baitulmal has also taken regular, contract and part-time officials. To rectify the process of collection and distribution of zakat in the State of Perlis, Baitulmal has trained amil in every kariah. Currently there are 99 parishionary in Perlis State and contains 104 amyl including 5 amyl counter who are assigned to collect zakat property. For the administration of Zakat, the Islamic Religious Council and Perlis Malay Ceremonies divide the State of Perlis into 4 priority zones, namely, North, South, East and West.

 

In delivering more efficient service to the community in general, ISLAMIC RELIGION AND THE PERSONAL RELIGION OF ISLAM consists of strong management milestones such as Management, Administration, Audit, Information Technology, Zakat and Property and Property Development Division. Under this section there are also small units to assist in reducing the administration and management of zakat.

 

DYMM Tuanku Raja Perlis: Head of the State of Religion

Representing this sacred mandate and responsibility, to this day, the role of MAIPs led by wisdom and wisdom by DYTM Raja Muda Perlis, is so intense and strong in carrying out the role of advising DYMM King of the Government to uphold and empower Islamic religion in Perlis.

 

DYMM Tuanku Raja Perlis and MAIPs

In history, DYMM Tuanku Syed Sirajuddin Ibni Al-Marhum's concern Tuanku Syed Putra Jamalullail serves and is devoted to noble Islam. While being a Young King, he was entrusted by his Majesty DYMM Tuanku Syed Putra Jamalullail as the fifth (5th) MAIPs President in 1986.
