Elevating MAIPs Excellent Transformation to Greater Heights

The administration of Islamic affairs in the state of Perlis has a deep-rooted history, dating back to the era of Siamese and British rule. The establishment of the Perlis Islamic Religious Council and Malay Customs (MAIPs) in 1920 by the late Tuanku Syed Alwi Ibni Almarhum Syed Saffi Jamalullail marked a significant milestone in this journey. Following Perlis’s entry into the Federation of Malaya in 1948, MAIPs was restructured to align with the state’s governance under the leadership of the late Tuanku Syed Putra Ibni Almarhum Syed Hassan Jamalullail, the sixth Raja of Perlis.
Since then, the role of MAIPs has been to uphold the teachings of Islam in accordance with the State Constitution whereby the leadership of the President has played a crucial role in the council’s success, from the late Haji Ahmad Bin Muhammad, to HRM Tuanku Syed Sirajuddin Ibni Almarhum Tuanku Syed Putra Jamalullail, and now continuing under HRH Syed Faizuddin Putra Ibni Tuanku Syed Sirajuddin Jamalullail.
Since 2001, under the leadership of HRH Tuanku Syed Faizuddin Putra Ibni Tuanku Syed Sirajuddin Jamalullail, MAIPs has undergone a significant transformation to adapt to modern challenges. This includes the introduction of a new organisational structure, the establishment of the MAIPs Asnaf Transformation Academy (ATAM), and the launch of various initiatives such as the MAIPs Peduli (MAIPs Cares) and Hijrah Minda (Mind Transform) programmes, aimed at improving the lives of the asnaf (eligible zakat recipients) and cultivating a first-class mentality among the people of Perlis. MAIPs has also expanded its role in the field of education, particularly through the establishment of the Islamic University College of Perlis (KUIPs) and by supporting religious schools as well as tahfiz institutions.
HRH Tuanku Syed Faizuddin Putra Ibni Tuanku Syed Sirajuddin Jamalullail’s dedication in developing MAIPs is evident through his effort in promoting Islamic education, supporting international relations, and in ensuring MAIPs is known globally. Programmes such as “Centre of Sunnah MAIPs, collaborations with international intellectuals and reaching-out activities such as Ukhuwah Link Programme (“Program Tautan Ummah”) are examples of his commitment towards these efforts. His leadership has made MAIPs important not only in Islamic governance but also in fostering religious knowledge and the welfare of the community in Perlis and beyond.

1920
1920 - Establishment
MAIPs was established by the late Almarhum Raja Syed Alwi Jamalullail under the Syariah Court Enactment 1920.
1932
1932 - Founding
Raja Syed Alwi declared the method for collecting zakat throughout the state of Perlis (18 November) under the Perlis Zakat and Fitrah Collection Regulations 1932 (Alwi Mosque/1933: Amil appointed/1936: Almaad).
1949
1949 - Legislation
The MAIPs Enactment was approved by the late Almarhum Tuanku Syed Putra Jamalullail on 27 December.
1964
1964 - Incorporation
MAIPs was incorporated as a statutory body.
1988
1988 - Baitulmal and Religious Policy
The Baitulmal and Zakat Enactment was enacted. His Royal Highness Tuanku Syed Sirajuddin Jamalullail, who began serving as the 7th Yang di-Pertua of MAIPs in 1986, has been a strong pillar in upholding the foundations of Sunni Islam (Ahl al-Sunnah wa al-Jamaah) in Perlis.
2011
2011 - Transformation
His Royal Highness Tuanku Syed Faizuddin Putra Jamalullail implemented the MAIPs Management Transformation Programme, bringing significant changes to the organisation.
2020
2020 - MAIPs Centenary
His Royal Highness Tuanku Syed Sirajuddin Jamalullail consented to officiate the MAIPs 100th Anniversary Celebration Ceremony at Istana Arau on 17 July. The MAIPs Time Capsule was launched and serves as a foundation for the MAIPs Strategic Plan 2021–2025.

Roles and Functions to the Community
MAIPs plays a vital role in advancing and managing Islamic affairs as well as Malay customs in the state of Perlis. The primary roles and functions of MAIPs, as stipulated under the Perlis State Administration of the Religion of Islam Enactment 2000, include:
Advisory Council
To assist and advise HRM the Ruler on matters relating to Islam and Malay customs in the state of Perlis.
Economic and Social
To promote, encourage, assist, and undertake the advancement and well-being of the economic and social development of the Muslim community in the state of Perlis in accordance with Syariah principles.
Sole Trustee
To serve as the sole trustee for waqf assets, nazr, and other trusts.
Management of Zakat, Waqf, and Baitulmal
To manage the collection and distribution of zakat, fitrah, waqf property, and baitulmal assets.
Administrative Policy
To act as the principal body in formulating policies related to the administration of Islamic affairs in the state of Perlis.
