The scope of zakat distribution managed by Baitulmal (MAIPs) is based on syariah provisions. According to Islamic law, there are eight categories of asnaf who are eligible to receive zakat:

The Destitute (Fakir)

An individual with no property or employment, or whose income from other sources is less than 50% of his own and his dependents’ daily needs, and does not reach 50% of the living expenses of an average person and his dependents.

The Poor (Miskin)

A person who works or earns some income but it is not sufficient to cover his and his dependents’ basic daily needs.

Zakat Administrators (Amil)

Those who are directly involved with zakat institutions, whether individuals or organizations, in managing and administering zakat affairs including collection, distribution, financial matters, and others.

New Converts (Muallaf)

People whose hearts are inclined towards Islam or who have newly embraced Islam but whose faith is not yet strong. This includes:

  1. Muslims

  2. New converts to Islam (New Muslims)

  3. Muslim community leaders who maintain good relations with leaders of non-Muslim groups who are of equal rank or position

  4. Muslim community leaders whose faith is still weak but are still obeyed by those under their leadership.

  5. Muslims living at the borders close to countries territories of the enemy of Islam

  6. Non-Muslims

  7. Those who can be persuaded to embrace Islam

  8. Those who can be persuaded not to pose harm to Muslims
Those in Bondage/Slavery (Ar-Riqab)

To free Muslims from the grip of slavery and subjugation, whether in the form of physical or mental oppression such as the grip of ignorance and being entrapped under control.

Debtors (Al-Gharimin)

People who are in debt to fulfil basic needs for themselves, their dependents, or for community requiring urgent resolution, provided the debt is permissible under syariah.

In the Cause of Allah (Fisabilillah)

Any individual or party engaged in activities to uphold, defend, and propagate Islam and its welfare.

Stranded Travellers (Ibnu Sabil)

Travellers who are stranded or cut off from resources during their journey (safar), or those who require assistance to start a journey (safar) that is permissible under syariah.

1. Cost of Living Assistance Scheme

Objective
This scheme helps the Fakir, Miskin, and Muallaf groups by providing monthly financial assistance to help reduce their financial burden.

Asnaf Category
The Destitute (Fakir), The Poor (Miskin) and New Converts (Muallaf)

Eligibility Criteria
Applicants must meet the general requirements and face one of the following situations:

  1. Belonging to the Fakir, Miskin, or Muallaf categories and struggling with basic living expenses.
  2. Experiencing a cut-off of financial resources for food, clothing, or shelter.
  3. Being an orphan who has lost their primary source of support.

Implementation Guidelines

  1. If living with a son or daughter, the application is submitted in the applicant’s name, but determination of the asnaf category is made based on the income of the child or heir.
  2. If staying in a non-relative’s home, the assistance is given directly to the applicant.
  3. For men with multiple wives (polygamy), applications must be submitted in the husband’s name, and distribution is made to the eligible wife or wives.

Application Process
All general assistance forms must be completed with the following documents:

  1. Copy of identity card (including family members)
  2. Copy of bank account verification
  3. Copy of E-Kasih verification (if unavailable, please consult an officer to confirm eligibility)
  4. Copies of related documents such as death certificate, police report, supporting evidence (if applicable)
  5. Latest salary slip (if applicable)
  6. Authorisation letter for heir’s bank account (if the applicant does not have a bank account).
  7. Proposal form for utility service installation (for electricity/water assistance cases)

    *Recipients of monthly assistance are NOT ELIGIBLE to apply for additional Living/General Aid. If there is a need, the matter must be referred to an officer first.
2. Monthly Cost of Living Assistance Scheme

Objective
To provide monthly financial assistance to help the Fakir, Miskin, and Muallaf reduce their financial burdens.

Asnaf Category
The Destitute (Fakir), The Poor (Miskin) and New Converts (Muallaf)

Eligibility Criteria

  1. Applicants must meet the general requirements. 
  2. Applicants fall into asnaf category Fakir and Miskin experiencing any of the following issues:
    • Suffering from chronic illness
    • No income
    • No heirs or relying on others for shelter
    • Physical or mental disability
    • Being elderly or infirm

Implementation Guidelines

  1. If living with a son or daughter, the application is submitted in the applicant’s name, but eligibility (asnaf category) is determined based on the son’s income.
  2. If staying in a non-relative’s home, the assistance is given directly to the applicant.
  3. For men with multiple wives (polygamy), applications must be submitted in the husband’s name, and distribution is made to the eligible wife or wives.
  4. Assistance proposals are made in collaboration with the PERLIS STATE DEPARTMENT OF SOCIAL WELFARE.

3. Medical Assistance Scheme

Objective
This assistance aims at helping individuals who face difficulties due to illness or disability. The aid is also provided for purchasing medication, medical support equipment, and travel expenses (for treatment outside Perlis). It helps patients who cannot afford medical costs at any healthcare facility, whether private or government.

The Destitute (Fakir), The Poor (Miskin), New Converts (Muallaf), In the Cause of Allah (Fisabillah) and Stranded Travellers (Ibnu Sabil)

Eligibility Criteria

  1. The applicant must meet the general requirements.
  2. The applicant must submit a medical report or verification from recognised medical centres or any accredited party, including traditional treatment centres.

Implementation Guidelines

  1. Recommendations or suggestions are based on investigations by the amil or the HOSPITAL SOCIAL WORK UNIT.
  2. The applicant must provide evidence demonstrating that they are facing an emergency.
  3. If the applicant cannot manage the receipt of the assistance, cash or cheque may be given to a guardian or heir, based on the discretion of the zakat officer in charge.

Payment/Disbursement Method
Disbursement by cheque/cash

Application Process
Applications for MAIPs Medical Assistance must be referred to the Hospital Social Work Unit at the hospital where treatment is being received.

4. Primary/Secondary Schooling Assistance Scheme

Objective
To assist those facing financial difficulties and requiring monetary support to manage the schooling of their children or dependents at the primary or secondary school level.

Asnaf Category

The Destitute (Fakir), The Poor (Miskin), and New Converts (Muallaf)

Eligibility Criteria

  1. Applicants must fulfil the general requirements.
  2. Applicants must have dependents/children who are genuinely in need of financial assistance for schooling, either at the primary or secondary level.
  3. Parents under the asnaf category Fakir, Miskin and Muallaf who are unable or short of funds to pay school registration fees, tuition fees, or purchase books for their children at the primary/secondary school level.

Implementation Method
The SCHOOL submits the proposed assistance to MAIPs.

Payment/Disbursement Method
Disbursement by cheque/cash/voucher 

Application Process
Each educational assistance application form must be accompanied by the following documents:

  1. Copy of identification card
  2. Copy of bank account verification
  3. Copy of offer letter
  4. Copy of receipt of initial registration payment
  5. Proof of residence (if the address in the offer letter is OUTSIDE PERLIS)

*e-Kasih verification is not required

5. Asnaf Economic Empowerment Assistance Scheme

Objective
To assist individuals from among the asnaf of Fakir, Miskin, and Muallaf who wish to start or strengthen their business, or to purchase agricultural, fisheries, or livestock equipment.

Asnaf Category
The Destitute (Fakir), The Poor (Miskin), and New Converts (Muallaf)

Eligibility Criteria

  1. Applicants must fulfil the general requirements.
  2. Applicants must demonstrate determination to break free from poverty and hardship.
  3. For applications involving business capital assistance, applicants are required to submit company registration documents and a Business Plan.

Implementation Method
Applicants must submit their application to the Zakat Management Division, Baitulmal MAIPs. Associations/institutions may also submit recommendations for assistance.

Payment/Disbursement Method
Financial assistance will be provided either to the applicant or to the clothing supplier, based on necessity.

Application Process
Applications for the asnaf economic empowerment/capital assistance programme must be referred to the Zakat Coordinator/Head of Unit/Division.

6. Electricity/Water Supply Aid Scheme

Objective
This assistance aims at helping those who are unable to afford the payment of electricity and water supply deposits.

Asnaf Category
The Destitute (Fakir), The Poor (Miskin), and New Converts (Muallaf)

Eligibility Criteria

  1. Applicants must fulfil the general requirements.
  2. Applicants must possess a house ownership letter or rental permission.

Implementation Method

  1. The applicant must submit a certification letter from the landlord.
  2. The applicant must submit details of the rental rate as well as electricity and water charges imposed.

Payment/Disbursement Method
Issuance of cheques shall be made in the name of the applicant or the utility service provider.

Application Process
Every General/Cost of Living Assistance application form must be accompanied by the following documents:

  1. Copy of the identity card (including family members)
  2. Copy of bank account verification
  3. Copy of e-Kasih verification (If not registered in e-Kasih, please refer to the officer for eligibility confirmation)
  4. Relevant supporting documents (Death certificate/Police report/other supporting evidence, if applicable)
  5. Latest salary slip (if applicable)
  6. Authorisation letter for heir’s account (if applicable, for applicants without a bank account)
  7. Proposal form for appointment of electricity/water installation service provider (for electricity/water supply assistance cases).

*Recipients of monthly assistance are NOT ELIGIBLE to apply for General/Cost of Living Assistance. If there is a need, the matter must first be referred to an officer.

7. House Repair/New Construction Assistance Scheme

Objective
To provide financial assistance to the poor, needy, and new converts (asnaf fakir, miskin, and muallaf) for house repairs or new house construction, either fully funded by MAIPs or in collaboration with other agencies.

Asnaf Category
The Destitute (Fakir), The Poor (Miskin), and New Converts (Muallaf)

Eligibility Criteria

  1. Applicant must fulfil the general conditions:
    • Muslim
    • Malaysian citizen
    • Resident (permanent) in the state of Perlis.
  2. The applicant has no income or property that reaches half of haddul kifayah (basic needs threshold), or income less than 50% of haddul kifayah due to:
    • Elderly/frail/living alone/disabled or inability to earn a living.
    • Having no dependents or being neglected, such as widows, single mothers, divorcees, wives who have been abandoned, or wives whose husbands are imprisoned.
    • Wives whose husbands are involved with Acquired Immune Deficiency Syndrome (AIDS) / Human Immunodeficiency Virus (HIV), drug addiction, or suffering from chronic illness.
    • Other similar circumstances.
  3. The applicant does not own another house and is aged 35 years and above, except in certain cases based on need or recommendation by the Mosque Congregation Committee/State Assemblyman.
  4. The house owned is severely dilapidated, with more than 70% damage, except for certain cases based on needs or recommendations by the Mosque Congregation Committee/State Assemblyman.
  5. Land status must allow for construction (except for MAIPs House Repair Assistance):
    • Applicants must submit a copy of the land title that permits construction. 
    • If the land is not self-owned, applicants must obtain written permission in the form of a statutory declaration under the Statutory Declarations Act 1960 or submit authorisation from the landowner’s Power of Attorney.

Implementation Method

  1. Identified by zakat collector or relevant agencies.
  2. Application submitted to the Mosque, where selection is made during the MOSQUE CONGREGATION COMMITTEE MEETING, and recommendations are forwarded to MAIPs.
  3. MAIPs Technical Section issues repair/construction proposals.
  4. Proposals for the current year will be considered in the following year.

Payment/Disbursement Method
Payment will be made to contractors registered with the Perlis Islamic Religious Council and Malay Customs (MAIPs).

Application Process
Applications for MAIPs housing assistance must be referred to the Mosque Congregation Zakat Collector.

8. Micro Home Repair Assistance Scheme

Objective
To provide financial assistance to the poor, needy, and new converts (asnaf fakir, miskin, and muallaf) for minor house repairs through MAIPs disbursement.

Asnaf Category
The Destitute (Fakir), The Poor (Miskin), and New Converts (Muallaf)

Eligibility Criteria
Applicant must fulfil the general conditions:

  1. Muslim
  2. Malaysian citizen
  3. Resident (permanent) in the state of Perlis.

  3. The repair reports will be submitted by the Mosque to MAIPs Management.

Payment/Disbursement Method
Payment will be made to contractors registered with the Mosque

Application Process
Applications for MAIPs housing assistance must be referred to the Mosque Congregation Zakat Collector.

9. Disaster Relief Assistance Scheme

Objective
To assist those affected by disasters such as floods, storms, landslides, or fires.

Asnaf Category
The Destitute (Fakir), The Poor (Miskin), and New Converts (Muallaf)

Eligibility Criteria

  1. Applicants must fulfil the general eligibility requirements.
  2. Must be affected by a disaster such as floods, storms, landslides, fire, or any situation categorized as a disaster.
  3. Must provide evidence such as photographs, police reports, or verification from the Department of Social Welfare.

Implementation Method

  1. Applicants submit their application to the Zakat Baitulmal management of MAIPs.
  2. Associations/institutions may submit proposals for assistance distribution.
  3. Verification and recommendations from the Perlis State Department of Social Welfare shall be referred to.

Payment/Disbursement Method 
Financial assistance will be provided either in cash or cheque to the applicant or to the Agency/Contractor/Worker carrying out the necessary action.

Application Process
Disaster-related issues such as fire, storms, floods, and property damage must be referred to the Department of Social Welfare (JKM). JKM will forward recommendations for cases involving major damages.

10. Ibnu Sabil Emergency Assistance Scheme

Objective
To assist those facing problems and requiring immediate/urgent help due to emergency situations.

Asnaf Category
Those in Bondage/Slavery (Fi Ar-Riqab) and Stranded Traveller (Ibnu Sabil)

Eligibility Criteria

  1. Applicants must fulfil the general eligibility requirements.
  2. Applicants are in transit while awaiting Ibnu Sabil assistance.
  3. Applicants who have been terminated by their employer, have exhausted their living expenses, or are under detention.
  4. Applicants with debts that must be paid immediately. 
  5. New converts (Muallaf) who have been rejected or cut off from their families.

Implementation Method

  1. Applicants must submit a police report for cases of loss/theft.
  2. Assistance is provided once only, except for special cases where repeated assistance may be considered.
  3. For cases such as medical assistance, debt, death, and education, supporting documents must be attached.

Payment/Disbursement Method 

  1. Cash payment (through petty cash) based on necessity.
  2. Basic necessities provided according to needs.

11. Motivation Incentive Scheme for Embracing Islam

Objective
To assist new converts (Muallaf) by providing financial aid and moral support, helping them ease the pressure and burdens they face after embracing Islam.

Asnaf Category
New Converts (Muallaf)

Eligibility Criteria

  1. Applicants must fulfil the general eligibility requirements.
  2. The Muallaf must have embraced Islam in the State of Perlis under the management of the Department of Islamic Religious Affairs Perlis (JAIPs).
  3. Applications or recommendations from the Da’wah Division of the Department of Islamic Religious Affairs Perlis are subject to approval.

Implementation Method

  1. Applicants must submit their application to the Department of Islamic Religious Affairs Perlis.
  2. The Department of Islamic Religious Affairs Perlis will submit recommendations for distribution.

Payment/Disbursement Method 

  1. Financial assistance, either in cash or cheque, will be given to the applicant, RM500.00 in the first month and RM2,500.00 after three months, totalling RM3,000.00.
  2. Disbursement is carried out by the Department of Islamic Religious Affairs Perlis.

12. Immediate Higher Education Assistance Scheme (IPT)

Objective
To assist students from the State of Perlis who have been offered admission to pursue studies at any institution of higher learning.

Asnaf Category
In the Cause of Allah (Fisabilillah)

Eligibility Criteria
Applicants must fulfil the general eligibility and also the following requirements:

  1. Applicants must be 18 years old and above.
  2. Must be a Malaysian citizen, Muslim, and residing in Perlis.
  3. Full-time studies on campus.
  4. The institution of higher learning for the applied or ongoing course must be recognised by the Government of Malaysia.
  5. The chosen course must not contradict Islamic teachings.
  6. Must have secured admission/offer for full-time studies and not be employed.
  7. Registration for the programme must be confirmed.
  8. Applications must be submitted within 6 months from the issuance of the offer letter.

Implementation Method

  1. Applicants must submit their application to MAIPs using the MAIPs Education Assistance application form with verification from the Mosque Congregation Zakat Collector and community leaders (JKKK).
  2. Applicants must submit the registration fee receipt or any proof of enrolment.

Payment/Disbursement Method 
Financial assistance will be provided to the applicant as follows:

13. Overseas Scholarship (Middle East) Education Assistance Zakat Scheme

Objective
To assist students from the State of Perlis who are pursuing their studies abroad (Middle East).

Asnaf Category
In the Cause of Allah (Fisabilillah)

Eligibilty Criteria
Applicants must fulfil the general eligibility and also the following requirements:

  1. Applicants must be Malaysian citizens of the Islamic faith and natives of Perlis:
    • Father, mother, and applicant were born in Perlis and are still residing in Perlis; or
    • Father, mother, and applicant were born in Perlis and have resided in Perlis for at least 10 years; or
    • Either father or mother, together with the applicant, were born in Perlis and are still residing in Perlis.
    • The institution of higher learning for the course applied or currently pursued must be recognised by the Government of Malaysia.
  2. The institution of higher learning for the course applied or currently pursued must be recognised by the Government of Malaysia.
  3.  The course applied for must not be contrary to the teachings of Islam.
  4. Applicants must have obtained admission/offer and be studying full-time (not employed) at any institution of higher learning recognised by the Government of Malaysia.
  5. Eligibility to pursue studies abroad must be verified either by the Ministry of Education Malaysia, the Ministry of Foreign Affairs, or the Malaysian Embassy (Education Malaysia).
  6. Applicants must not be recipients of any allocation, loan, or scholarship from other institutions.

Duration
The approved scholarship is valid for only one (1) year, and recipients are allowed to reapply for an extension.

Extension
The extension of the scholarship shall be approved subject to the following conditions:

  1. Submission of an application for extension of the scholarship to MAIPs.
  2. Successful completion of the final examination of the previous academic session and progression to the following year of study.
  3. Submission of the full examination results slip to MAIPs/Tasdik (verification unit).
  4. Submission of a confirmation letter from the university or any relevant authority verifying that the applicant is not receiving any sponsorship from other funding bodies.
  5. Failure to fulfil the above requirements or submission of an incomplete application may cause complications for the applicant.

Suspension

  1. Applicants are allowed to repeat only once throughout the duration of their studies. If the applicant fails two(2) consecutive semesters within the same academic year, the scholarship will be suspended.
  2. However, if the applicant passes in the following year, they may submit an application to resume the scholarship, which will be considered by MAIPs.

Disciplinary Rules

  1. Recipients are required to comply with the regulations issued by MAIPs and the university in which they are enrolled.
  2. If a recipient is found or reported to be involved in any criminal case or misconduct that tarnishes the good name of the Government and the State of Malaysia, disciplinary action will be taken, and the scholarship will be terminated immediately.
  3. Recipients are prohibited from engaging in any activity deemed by MAIPs to be inconsistent with the interests of the recipient, the State in particular, and the Nation in general.

Implementation Method
Applicants must submit their applications to the zakat management authority through a registered Students’ Association with MAIPs/the Embassy of Malaysia/Ministry of Higher Education.

Payment/Distribution
Method The distribution to be provided is subject to decisions made from time to time by the Baitulmal/Council Committee Meeting. The value of the Educational Aid for Perlis-born students in the Middle East according to the country of study is as follows:

14. MAIPs Da‘wah and Community Activities Assistance Scheme

Objective
To assist religious institutions such as mosques, suraus, schools, organizations, associations, or da‘wah bodies in carrying out da‘wah and welfare programmes.

New Converts (Muallaf) and In the Cause of Allah (Fisabilillah)

Eligibility Criteria

  1. The agency must be registered and carry out welfare programmes.
  2. Activities conducted must obtain official approval.

Implementation Method
Applicants shall submit an application containing the following details:

  1. Objectives and content of the programme
  2. Date
  3. Duration
  4. Venue of implementation
  5. Estimated expenses
  6. Address and bank account number of the recipient of the contribution

Payment/Disbursement Method

  1. Issuance of cheque to the applicant

Quranic Evidence on Zakat Distribution

“The alms (zakat) are meant only for the poor and the needy, and those appointed to administer it, those whose hearts are to be reconciled, for (the freeing of) slaves, for those in debt, for the cause of Allah, and for the stranded traveller. This is an obligation from Allah. And Allah is All-Knowing, All-Wise.”
